Perre Neilan
Owner Perre Neilan has more than a 27 year history of involvement in government affairs in various roles and at multiple levels. After serving as a Field Representative on a U.S. Senate campaign, he became a Legislative Aide to a Nebraska State Senator who later became Chairman of a powerful committee and then Speaker. Perre then moved on to serve as the Government Affairs Director with an influential statewide association. The Nebraska Attorney General later asked him to be his Deputy Chief of Staff focused on legislative issues. Perre then became the Executive Director of the Nebraska Republican Party. Before starting Neilan Strategy Group, he was the Manager of State Government Relations for an Omaha based, privately held energy company ranked in the Top 25 for gross revenues by Forbes magazine. He continues to manage their state legislative activity in eight states.
Perre is a proud 1994 graduate of the University of Nebraska – Lincoln where he studied as a four year Regent Scholar, earning a dual major Bachelor of Arts degree in Political Science and Communication Studies. He and his wife Jenn live in Elkhorn with their children.

Jenn Neilan
Jenn Neilan helped start the business, has played a critical research and writing role, and has recently joined the firm full time after 25 years in health care. She has her Master’s degree and provides outstanding research, strategic thinking and problem solving for all our clients. Jenn is a natural at client relations and excels at organization and follow through. We are blessed and thrilled that she has joined the team full time.

Caitlin Holman
Caitlin has years of political and legislative experience both in Nebraska and across the country. While she was obtaining her Political Science degree and History minor from the University of Nebraska – Lincoln, she began working at the Nebraska Republican Party. Over her seven years there she went from an intern to a Field Director and finally to the Political Director. Caitlin then transitioned to the office of Nebraska State Senator Steve Halloran of Hastings where she served as his Legislative Aide until joining Neilan Strategy Group.
After joining the Legislature, Caitlin continued her work in politics by working on grassroots elections and petition efforts across the country as the National Data Director for Ground Game Campaigns.
